Nacio en la ciudad de Mexico, ha sido investigador de campo y representante de A.P.R.O. (Aerial Phenomena Research Organization) Organización Investigadora de Fenómenos Aéreos, con sede en Tucson, Arizona. Tellez es Director de OMIFO en el area occidente en Mexico. Ha publicado dos libros: MANUAL PARA INVESTIGAR OVNIS y TRIPULANTES OVNI. Telles es Licenciado en Informática Administrativa (U.A.G.) y Maestría en Educación (S.E.P.), y actualmente cursa su Doctorado en Educacion. Cuenta con 28 años de experiencia en Computación y  38 años como investigador OVNI. En julio de 2008, fue nombrado el primer Corresponsal de Campo en el Extranejro, po Directora Ejecutiva del Museum y Centro de Investigacion Internacional OVNI, de Roswell, Nuevo Mexico.

FernandoTellez was born in Mexico City and has been a field investigator and a representative of A.P.R.O. (Aerial Phenomena Research Organization), based in Tucson , Arizona. Tellez is OMIFO’s Mexico Western Area Driector. He has published two books: MANUAL TO INVESTIGATE UFOS and UFO CREWS . Téllez is a licensed Computer Administrative Analyst (U.A.G.), has a Bachelor of Science in Computer and Business Administration (U.A.G.), a Masters degree in Education (S.E.P.) and is working on his PhD in Education. He has 28 years of computer field experience and 38 years as a UFO investigator. He is a professor at the Zapopan Institute of Technology (ITSZ) at Jalisco State teaching computer science. In July 2008, Tellez was named first Foreign Field Correspondent for the International UFO Museum & Research Center by the Executive Director.
